There is a lot of “authorize a contract with the lowest responsible bidder.” It might be interesting to take a look at what constitutes a “responsible bidder.” Would the shoddy materials used on the Morrison Bridge (a county bridge/project) take Zellcomp and ConwayConstruction off the list of responsible bidders?
